Joyce Elaine Rowland, 69, of Warren died Sunday, April 2, 2017, at her home.  Joyce was born April 11, 1947, in Lowell, MA. She is the daughter of the late Charles and Marguerite (Colter) Hartford.

Joyce was a graduate of Youngsville High School.  She obtained her Bachelor's degree in Library Science from Edinboro University, and went on to receive her Master's Degree in Library Science from Clarion University.  Joyce worked as a librarian for the Warren County School District at nearly all the grade schools and most recently at Beaty Middle School, from which she retired.

A very active member of the First Lutheran Church, she served as a library consultant and in the prayer-shawl ministry.  She was also involved with the nursery, Christian education and the Council for many years.  She loved her cats, reading, and gardening; and will be remembered for her unique sense of humor.

She is survived by her husband of 20 years, Kenneth L. Rowland; three step-children, Todd, Jennifer and Mark; four step-grandchildren, Stephanie, Rachal, Branden and Krystal; one brother, Bill Hartford; and cousins—Linda, Randy and Brenda.

In addition to her parents, she was preceded in death by her aunt and uncle, Joyce and Gene Nelson, with whom she was raised, following the death of her parents.

Friends will be received at the Peterson - Blick Funeral Home, Inc, 1003 Penn Ave., E., Warren, PA, on Friday, April 7, from 2 to 4 and 6 to 8 p.m., and at and the First Lutheran Church, 109 W. Third Ave., Warren, PA, on Saturday, April 8 from 10 to 11 a.m., at which time a funeral service will be held there with The Rev. Jeffrey Ewing, pastor, officiating.  Burial will be in Warren County Memorial Park.
