Frances Arlene Decker, 98, formerly of Russell, PA, passed away Thursday, July 4, 2024, at Heritage Green Rehab & Skilled Nursing Facility, Lakewood, NY. Frances was born October 28, 1925, in Lander, PA, the oldest of 12 children to the late Ralph and Mabel Arnold Shaffer. She graduated from Lander High School and then went to Lab Technician School in Jamestown NY. She was employed as a lab technician at Jamestown Hospital and then worked at WCA Hospital. She married Gail "Jack" Decker on October 13, 1950. They were married for 51 years, until Jack passed in June 2002. After her marriage Frances joined her husband as a partner in Decker's Garage, a School Bus Company contracting to the Northern Area Schools, and later to the Warren County School District. Frances was active in the business as an office manager/ bookkeeper, trainer and also a School Bus driver. She retired after 34 years when the business was sold to their son, Michael. Frances was a member of Lander United Methodist Church where she was very active as secretary, treasurer and on the Board of Directors. She was also a member of the Pennsylvania School Bus Association. She enjoyed playing bridge, pinochle, knitting, gardening, and arranging flowers. In her earlier days, she led an exercise group at Jefferson DeFrees. Fran was a skilled seamstress and sewed for her family, grandchildren, and friends. Frances is survived by her two sons, Michael Decker and wife Caryl of Russell, and Shawn Decker and wife Alice of Evanston, IL; grandchildren, Matthew (Amy) Decker of Erie, Jennifer (Mitchel) Janocha of Falconer, Andrew (Jessica) Decker of Russell, Samuel Decker of NYC, and Sally Decker of California; five great grandchildren, Cora, Cameron, and Callen Janocha, Josie Decker, and Grant Decker, and one on the way; siblings, Ralph Shaffer and wife Janice of Lander, Norman Shaffer of Harrisburg, Stanley Shaffer of NY, Beryl Miller of Jamestown, Nancy Healy of Sugar Grove, and Carol Davenport of Ashville, NY; and many nieces and nephews. In addition to her parents and husband, Frances was preceded in death by her siblings; Ella Peterson and husband Ward, Virginia Coughlin and husband Gerald, Gladys Chase and husband Alton, Marion Merch, and Joanne Galuppo; sister-in-laws, Doris and Elsie Shaffer, sister-in-law, Florence Shaffer, brother-in-law, David Miller, brother-in-law, Leslie Healy, and brother-in-law, David Davenport. Friends will be received at Peterson-Blick Funeral Home, 1003 Penna. Ave. East, Warren, PA, on Friday, July 12, 2024, from 10:00am to 12:00pm, at which time a funeral service will be held with Reverend Todd Venmon, pastor, Wilstie Community Church, officiating. Burial to follow in Pine Grove Cemetery.
